2025년 6월 9일, 프랑스 니스에서 유엔 제3차 해양회의(UN Ocean Conference, UNOC 3)가 개막했다. 이번 회의는 전 세계 190여 개국 대표단과 시민사회, 해양학자들이 참석한 가운데, 해양 보호와 기후변화 대응을 위한 국제 공조 방안을 논의하고 있다.

UN Ocean Conference (UNOC 3) Opens in Nice — Big Promises, Short Funding
On June 9, 2025, the third United Nations Ocean Conference (UNOC 3) kicked off in Nice, France. The event gathered representatives from over 190 countries, civil society groups, and marine scientists to discuss global cooperation on ocean conservation and climate resilience.
The main agenda items include regulating deep-sea mining, reducing plastic marine waste, protecting marine biodiversity, and addressing sea level rise. However, the funding gap is glaring — while the estimated need is $175 billion, current pledges total only about $1 billion, raising concerns about the gap between ambition and commitment.
Tensions also surfaced around deep-sea mining: Pacific island nations and the EU pushed for a moratorium, while several African and Asian countries advocated for controlled development. The conference stands as a test of whether the world can move from pledges to action in saving our oceans.

The ocean isn’t a dump, nor a gold mine. It’s time we back our words with real funding and enforcement. The longer we delay action, the closer we drift toward ecological collapse. Let the waves remind us: we’re not above nature, we’re within it.
